The Marcelino Serna port — the Tornillo–Guadalupe bridge — is the rural crossing east of El Paso, open 6 a.m. to 10 p.m. for cars and pedestrians, with weekday-only cargo from 8 a.m. to 4 p.m. Southbound it is free; the northbound toll is collected on the Mexican side.

The bridge

The 1,274-foot bridge is owned by El Paso County on the U.S. side. It came online in stages: CBP began northbound car and pedestrian processing in November 2014, the full both-side passenger and pedestrian facilities opened on 4 February 2016, and the cargo lot followed in March 2016.
